Brad Riley <br /> <br />Temporary Jail Facility <br /> <br />For many reasons, it is a very critical time for Cabanus County to continue addressing <br />local j ail confinement issues. Though our overa11 solution is the construction of a new 580 bed <br />facility, we must continue addressing CUITent needs in the interim. With current overcrowding <br />being over 200+ inmates on average, we have exhausted every means of creating more. space. <br />Our new facHity will not be ready for at least 3. years, and the state inspector has really impressed <br />upon us the need to find a quick solution to the immediate overcrowding. Though overcrowding <br />presents many problems, the main issue is the potentialltability created by contio.uing to operate <br />under extreme conditions for the inmates as well as the' officers. <br />J believe that every avenue has been exp 10red for temporary bed space and we are left to <br />dther build a temporary shelter or renovate an old vacant building. We have worked with the <br />Architects (Ware and Bonsall), the County Manager (John Day) and county staff and determined <br />that a vacant building on Industrial Park Drive is probably the best fit for our needs and probably <br />the most cost effective. It has been determined that some renovations are necessary to comply <br />with state mandated jail codes and regulations before it could receive inmates. Ware and Bonsall <br />seem to think that we could occupy the facility within 10 months. <br />If this project moves forward, it will be necessary for US to prepare now for staffing and <br />providing coverage for food and healthcare services. Due to money issues and buHding <br />restraints, this facility will be configured in a donnitory style, which would mean that larger than <br />normal numbers of inmates would be housed in an open room at all times. At a minimum, four <br />(4) officers will be needed on each of the four (4) squads, for a total of 16 officers. We wi.11 also <br />need an on-site Lieutenant and Sergeant for supervision. The total number of officers needed is <br />eighteen (18). We will work. very hard to attempt to hire. individuals that have already received <br />Basic Law Enforcement Training (BLET), which 1S an eighteen (18) week program required for <br />law enforcement certification. Each of these new hires will also require a four (4) week Jail and <br />Detention Officer Certification. The majority of the applicants we are beginning to process do <br />not have either certifications; therefore, each new hire will require nearly 5-6 months oftra1ning. <br />The new officers would also need to have time to transition into the new style of program and <br />off-site location. <br />We have arranged for Rowan-Cabarrus Community College to handle a special session.of <br />BLET and JailfDetention School for these new hires. Spencer Rummage, the BLET Director, <br />has informed me that he must start the BLET School no later than March 2, 2005. If we can't <br />commit to that date, we will have to wait until July 1,2005 for the next available school <br />schedule. If we wait unril July 1., 2005, it would be some time in early 2006 before we could <br />open the temporary facility. For these reasons, it is important that we begin hiring these <br />individuals during the last week of February.
