The first <br />page of the Executive Summary includes three sets of numbers Freeman White, Inc. calculated <br />demonstrating baseline, moderate, and aggressive average daily population projections of <br />Cabarrus County jail inhabitants. Scott <br />Hayworth, the Cabarrus County Jail Administrator, the average daily populations (ADP) during <br />the past year show that these numbers are either already being met or will be shortly. The ADP <br />reflects the populations for that month and the "Peak" numbers reflect the highest population <br />count of that month. The anticipated space requirement needs are determined by applying these <br />projections to the standard space requirements established by North Carolina Department of <br />Human Services Division of Facility Services, Jail & Detention Branch. The next step in this <br />process is to determine the location and manner in which these new facilities are to be <br />constructed. <br /> <br /> <br />
