Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: Request to Submit a Federal LWCF Grant for Pharr Mill Road Park <br /> <br />Cabarrus County Parks and Recreation Department is proposing the submission of a <br />Federal Land and Water Conservation Fund Grant request for park development at the <br />Pharr Mill Road Park Site. In 2001, developers of Canterfield Estates donated 37.4 <br />acres for a public park. This site is adjacent to Rocky River and is heavily wooded. The <br />direction given to the Consulting Firm was to design proposals for passive recreational <br />opportunities. In addition this site could be linked to the historical Pharr Mill site and to <br />the another 12-acre tract, owned by the Water & Sewer Authority of Cabarrus County <br />'and C.C. Griffin Middle School by way of a greenway on Rocky River. <br /> <br />Master Plan/Design <br /> <br />In December, 2002, Cabarrus County contracted with a recreational planning firm, <br />HadenStanziale, Inc. to prepare a master plan and budget cost estimates for the 37.4 <br />acre park site. To gather input and recommendations from the general public, a public <br />workshop has been planned for January 21,2003, at Rocky River Presbyterian Church. <br /> <br />Grant Funding <br /> <br />The Land and Water Conservation Fund (LWCF) program is a reimbursable 50/50 <br />matching grants program available to states for conservation and recreation purposes, <br />and through the states for local governments to address "close to home" outdoor <br />recreation needs. Grants for a maximum of $500,000 in LWCF assistance are awarded <br />yearly to county governments, incorporated municipalities, public authorities and <br />federally recognized Indian tribes. <br /> <br />A grant recipient has three years to complete a construction project once the grant <br />agreement has been signed, The recipient is required to finance one hundred percent <br />(100%) of the prOject.
