The action was based on concerns that included recruitment and <br />retention of quality employees, an inconsistent annual budget process, fair and equitable pay <br />system, and career development. <br /> <br />The programs include: <br /> <br />1. An annual cost of living allowance (COLA) review and adjustment. The COLA is based <br /> on the Consumer Price Index (CPI) of the previous calendar year rounded down to the <br /> nearest half percent. <br />2. A salary study every two years to compare County salaries for like jobs in surrounding <br /> areas and with similar government entities. <br />3. A 401K benefit provided to all employees. <br />4. Longevity pay for new employees was eliminated. Those receiving it were grandfathered <br /> at the existing rate. <br />5. Merit, based on performance, and career development pay plans were established. <br /> <br />Copies of the Board's action and the Personnel Ordinance are attached for additional information <br /> <br /> <br />
