article shall file a budget with the fire marshal of the county by April <br /> <br />Sec ~4-30 Minimum standards for qualification <br /> <br />(1) The fire departmen: shall be incorporated as a nonprofit corporation <br />under state law A copy Of the department's char=er and current bylaws shall <br />be on file in the fire marshal's office <br /> <br />(2) Elections of at leas: a portlo~ of the board of directors for the <br />incorporated fire department shall be held a% least eve~ year by the vouing <br />membershmp of ~he corporation The voting membership must include but is not <br /> <br />with the county board of elections and are eligible to vote in a general <br /> <br />{3) NO absentee or proxy votes well be allowed, nor shall such election be <br />conducted by mall <br /> <br />(4) Notice of an annual meetlng to elect officers shall be gzven by notice in <br />local newspapers and as prescribed in the department's by-laws, or be a fire <br />department law{u!ly establ~sPed by a city, ~o~ or sanitary dlstrict and <br />operate under the laws and provzs~ons governing such departments <br /> <br />given to the fire marshal on or before July 1 of each year and w~thin ten <br /> <br />(7} Each fire department shall maintain a class 9 or better ra~ing w~th tPe <br />&nsurance services office and shall have and maintain equipment as requlred <br />by the state department of insurance for initial cert~f~catio~ These are <br />m!nlmum requirements, therefore, efforts should be made toward improving fire <br />protection through equipment purchases and water supply development All <br /> <br />EmpPasis shall be placed on safe drlvlng of department owned apparatus and <br /> <br /> <br />
