COUNTY MANAGER - 1099{PRIVATE } <br /> <br />Cabarras County, North Carolina <br /> <br />S~gnoff Imtmls Date <br />Department Head <br /> <br />County Manager <br /> <br />GENERAL DEFINITION OF WORK <br />Performs complex professional and admunstrat~ve work m directing assigned operations of the County government, <br />does related work as required Work ts performed under general supervision of the Board of Comrmssmners <br />Supervision ts exercised over appropriate County staff <br /> <br />This is sedentary work requiring the exemon of up to 10 pounds of force occasionally and a neghgthle amount of furce <br />frequently or comtanfly to move objects, work requires reaching, standing, and wallang, vocal commumcalaun is <br />required for expressing or exchanging ideas by meam of the spoken word, hearmg ts required to perceive mformataon at <br />normal spoken word levels, visual acuity ts required for preparing and anallamg written or computer data, deterrnmmg <br />the accuracy and thoroughness of work, and obser,,mg general surroundings and achvittes; the worker is not subject to <br /> <br />ESSENTIAL FUNCTIONS/TYPICAL TASKS <br />Planning, threeting, and coordinating the overall operation of assigned County departments; ensuring proper <br />operations, staffing, and budgeting; advising and assisting the Board on operations and governance. <br />Plans, directs, and superv,ses the acnwties and daily operations of all County officials and depar~ents, <br />Reviews and prepares correspondence and reports, coordinates Board agenda, attends meetings, <br />Executes and enforces all ordinances, resoluuons and orders of the Board of County Commissioners, <br />Prepares and subnuts the annual budget and capital program to the Board and executes the budget and capital program <br />adopted by the Board, approves all disbursements and expenthtures as budgeted and/or authorized by the Board, <br />prepares data charts and research reports to provide Board with any needed mforraat~on, <br />Appoints, suspends, discharges, transfers, or removes County employees, <br />Advises and assists department heads and elected or appointed officmls who are not under the direct control oftha <br />Board, <br />Conducts day to day, short term, and long range planning as necessary to menage departments and the County, provides <br />assistance to vanons deparmaants and prepares goals and objecuves that have long term effects on County cmzens, <br />Recommends programs proposed by various departments to the Board afier review and discussion with the department <br />bead, <br />Provides and receives reformation fi.om Board members, depamnent heads, suburdmates, other officmls, and ciUzens, <br />Reviews monthly department reports, status reports, fmenctal reports, and personnel action forms to remem urformed of <br />new developments and recommendations, <br />Performs and/or coordmetes special projects; <br />Performs related tasks as required <br /> <br />KNOWLEDGE. SKILLS AND ABILITIES <br />Comprehensive knowledge of the principles and practaces of pubhc admlmstrauon, comprehensive knowledge of <br />mumcipal finance praclaces, comprehensive knowledge of the laws, ordinances and regulatmns underlying a mumcipal <br />corporaiaon; abthty to write clear and concise reports, memoranda, threct~ves and letters, ability to analy~e complex <br />problems and develop comprehensive plans from general msa'uetions, abthty to meet the pubhc and to dtscnss problems <br />and complaints, ability to estabhsh and memtam effecUve working relauonships with depariment heads, County Councd <br />and the public, abthty to plan and direct the work of large operating agencies <br /> <br />EDUCATION AND EXt~ERIENC]~ <br />Any combination of educaiaon and experience equivalent to graduation fi.om an accredited college or umverslty with <br />mejor course work m public adrmmstratiun supplemented by a Master's degree m pubbc admanstratton or related field <br />and extensive experience m an admunstrative capacity m local government <br /> <br />SPECIAL REOUIREMENTS' <br />Possession of an appropriate driver's license valid m the State of North Carolina <br /> <br />12/13/02 <br /> <br /> <br />
