Planning and Zomng Commission Minutes
May 16, 2002 Paqe 4

Mr. Thornley said those are the two issues that could be worked
out w~th the WSACC staff.

Mr. Moore sa~d he would hke to see an additional condition placed
on that.

The Chair asked Mr. Moore what would he like to see added.

Mr. Moore sa~d he would hke to see added as a condition that some
agreements be ~n place wEh the Qty of Concord for providing water
and sewer to the development. He sa~d ~t does not sound hke
there ~s anything firm for prowdmg water and sewer and there ~s a
lot still up ~n the a~r. Mr. Moore said there was also a note that all
construction of water and sewer hnes shall be ~n strict accordance
w~th the standard specifications for wastewater collection and
water d~str~but~on for Cabarrus County and the Qty of Concord
regional water resources water and sewer pohcy manual. He sa~d
that is a condition that he would hke to see added ~f ~t ~s
appropriate.

The Chair sa~d It seems to h~m that th~s project has a number of
problems with the adequate pubhc facdit~es ordinance, that being
water, sewer and schools. He asked the applicant to come back
before the Board.

Mr. Gary Knox addressed the Board stating ~t is their ~ntenQon to
use mumc~pal water from the Qty of Concord and not go to a well
system. He sa~d accepting that as a condition of the plat they have
agreements for sewer service from the City of Concord, which
would be the retail prowder of sewer to them, not necessarily
WSACC. Mr. Knox said they have a letter of service from the Qty
of Concord relative to water. He sa~d they acknowledge that and
they are accepting that. Mr. Knox sa~d they were actually
approached by Bob Stark through the planmng department relative
to their being some hm~ted funding for federal grants to extend
water and sewer ,n areas. At that point apd Qme ,t was going to
require 25% private part~opat~on from matching grants. He sa~d
historical mumc~pahties and counties had been making that
contribution; however, w~th the State crunch and w~thholdmg of
funds, very few mumclpahtles are out there applying for these
