Such applications with plans and specifications shall be referred to the ~ Reviewer Chief Inspector, who shall examine the same to determine whether the proposed construction or alteration will comply with the ordinance provisions relative thereto. If, after a permit has been obtained and the work has commenced, flae work is discontinued for a period of 12 months, the permit immediately expires. This article shall apply to all situations where a property owner desired to do remodeling or repair work on his own personal residence. This article is designed to protect the public and the property owner from faulty workmanship and mistakes.
