connecting to the Catawba River and Rock Hill's greenway system is <br />straightforward. <br /> <br />The connection between York County and Gaston County has several options, <br />including using a Crowder's Creek Trail to tie into a greenway that will be built in <br />association with the planned 321 by-pass in Gaston County. The Connect <br />Gaston plan then offers two options for completing the loop back to Mecklenburg <br />County across the Catawba River. <br /> <br />The intention of this concept paper is only to describe possible connections <br />among the systems. The final Catawba Regional Trail System plan is being <br />established through a facilitated collaborative process. <br /> <br />Coordination Issues for a Catawba Regional Trail System <br /> <br />Numerous issues confront the local governments and organizations in bringing <br />this coordinated development to fruition. A portion of those are listed below: <br /> <br />· Project planning and mapping <br />· Coordinated and/or joint fundraising and distribution <br />· Publicity and Marketing <br />· Timing of phases of development <br />· Education of other groups (i.e. Chambers of Commerce, Homebuilders, <br /> REBIC, nonprofit organizations, potential funders, regulatory agencies, <br /> landowners, utility providers, civic organizations, elected officials, public <br /> health organizations, media, neighborhoods and the public in general) <br />· Land acquisition and financing <br /> <br />Organizational Steps <br /> · On December 12, 2002 - Voices and Choices organized a meeting with <br /> elected officials and key staff from Mecklenburg, York, and Gaston <br /> Counties, as well as Gastonia and Rock Hill, to consider the trail system <br /> idea. (Chester County later requested inclusion in the process.) <br /> · In response to a request from the meeting participants, Voices and <br /> Choices prepared this concept paper for the Catawba Regional Trail <br /> System. <br /> · On February 19th, 2003 -Voices and Choices was asked by participating <br /> jurisdictions to develop a proposal for a collaborative structure and <br /> process for the partners and to suggest subsequent actions to be taken <br /> including: <br /> - The scope of the project. <br /> - Coordination strategy <br /> - Other parties to be included in the process. <br /> - Party or parties to facilitate or manage the process. <br /> <br /> <br />
