ICASARRUS COUNTYI <br />NORTIf CAOOLINA <br /> <br />Memorandum <br /> <br />To: <br /> <br />From: <br /> <br />Date: <br /> <br />Subject: <br /> <br />Cabarrus County,~oard of Commissioners <br />Mike Downs~ <br />Public Safety Director <br /> <br />March 10, 2003 <br /> <br />Hazard Mitigation Grants <br /> <br />As a result of the widespread damage experienced during the Ice Storm of December <br />2002, the Federal Emergency Management Agency has made funds available through the <br />grant process for mitigation efforts. FEMA hopes that the work identified with these <br />grants will eliminate some the same type of problems during future severe weather <br />events. Our office has identified several projects that will help our emergency response <br />program. Several of these include schools to be used as shelters, retrofitting the Senior <br />Center for use as a "Special Needs" shelter, and finally to perform electrical work at EMS <br />Station # 1 to allow for an easy connection with a portable generator. All of these projects <br />would be beneficial to the County's ability to respond to the needs of our citizens. At the <br />present time we do not have any schools that are completely capable of heating/cooling <br />during a power outage. This was a problem during the last storm when trying to identify <br />a location for a shelter. We finally had to depend on Harrisburg Covenant Church to <br />assist us. This location was very much appreciated but if the need arises for a large <br />number of people to need shelter, our schools are the only buildings large enough to <br />handle the demand. <br /> <br />In addition, our office has been searching for a location to house our "Special Needs" <br />shelter. This shelter will be for individuals who require special medical attention that <br />cannot be provided in a typical shelter setting. During the last ice storm we had <br />approximately 325 individuals needing this service. Our Senior Center is an ideal <br />location except that it does not have full generator power or showers.
