Page 2 of 3 <br /> <br />E-Mail: thomas@cabarruslp.org <br /> <br /> www.cabarrus.net/Ipa <br /> <br />Resolution to Oppose the USA PATRIOT Act <br /> <br />and other related Executive Orders, Federal and State Laws. <br /> <br />WHEREAS, the Constitutions of North Carolina and of the United States were designed to protect all inalienable <br />rights of the Sovereign Citizens including, but not limited to: <br /> <br />1) Freedom of religion, speech, and assembly <br /> <br />2) Privacy; protection from unreasonable searches and seizures <br /> <br />3) Due process and equal protection to any person; equality before the law and the presumption of <br />innocence; access to counsel in judicial proceedings; and a fair, speedy and public trial <br /> <br />WHEREAS, all INALIENABLE RIGHTS are supreme and sovereign over any form of government as outlined in <br />the Magna Carta, the Declaration of Independence, and the Constitutions of North Carolina and the United States <br /> <br />WHEREAS, the USA PATRIOT Act was signed into law by our servant, President George W. Bush in violation of <br />his oath of office, on October 26 2001, which has a number of provisions that violate the inalienable rights, some <br />of which are listed above, and fraudulently attempts to alter the fundamental nature of our inalienable rights and <br />the Citizen's choice of government. <br /> <br />WHEREAS, examples of the provisions in the USA PATRIOT Act and Executive Orders that violate the <br />Constitutions and the inalienable rights and liberties of Cabarrus county homesteaders and residents are as <br />follows: <br /> <br />Significantly expands the government's ability to access sensitive medical, mental health, financial and <br />educational records about individuals; and lowers the burden of proof required to conduct secret searches and <br />telephone and Internet surveillance. Authorizes eavesdropping on confidential communications between lawyers <br />and their clients in federal custody. Gives law enforcement expanded authority to obtain library records, and <br />prohibits librarians from informing patrons of monitoring or information requests. Gives the Attorney General and <br />the Secretary of State the power to designate domestic groups, including religious and political organizations as <br />"terrorist organizations". <br /> <br />Grants power to the Attorney General to subject citizens of other nations to indefinite detention or deportation <br />even if they have not committed a crime. Limits disclosure of public documents and records'under the Freedom of <br />Information Act; now <br /> <br />RESOLVED in the County of Cabarrus: The County of Cabarrus affirms its strong opposition to terrorism, but also <br />affirms that any efforts to end terrorism in violation of inalienable rights shall not be tolerated; nor will it be <br />tolerated that the Federal or State governments to work outside the bounds of their Constitutions which are the <br />limiting powers granted to the servant government by the Sovereign Citizens; and be it <br /> <br />RESOLVED in the County of Cabarrus: The County of Cabarrus affirms the inalienable rights of the Citizens and <br />homesteaders of North Carolina, living within the County including but not limited to those listed in the Magna <br />Carta, the Declaration of Independence, the Declaration of Rights in the North Carolina Constitution, and the <br />United States Bill of Rights; and be it <br /> <br />3/10/2003 "~'- ~'' <br /> <br /> <br />
