3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />The COUNTY agrees to adopt a Sewer Use Ordinance that parallels the Sewer Use <br />Ordinance adopted by WSACC, which is consistent with state and federal regulations. The <br />COUNTY's Ordinance shall be amended as necessary to insure that all the requirements of <br />the COUNTY's Or~linance are as stringent as the requirements of WSACC's Sewer Use <br />Ordinance. <br /> <br />The COUNTY agrees to require, by ordinance, that all non-domestic dischargers, existing <br />and future, file an Industrial Discharge Permit Application/Survey directly with WSACC <br />and to comply with all other provisions of WSACC's Sewer Use Ordinance. <br /> <br />A copy of the draft l~ermit shall first be sent to the COUNTY, by WSACC, for review and <br />approval. Commenta must be received by WSACC within 14 days from the date received <br />by the COUNTY or the permit shall be sent to the industrial user and the State for approval <br />as drafted. Any charlges requested or required by the COUNTY will have to be justif'ted by <br />the COUNTY. If the COUNTY needs to impose any special conditions upon a specific <br />discharger, such as the requirement to equalize flow to protect sewer lines, the COUNTY <br />must notify the discharger and WSACC. WSACC shall include these special conditions in <br />the permit. <br /> <br />Both the COUNTY---and WSACC shall adopt and comply with a Sewer Use Ordinance <br />consistent with state~-and federal regulations and agree to support the permit limitations or <br />conditions imposed tipon a non-domestic discharger by either or both. <br /> <br />WSACC agrees to provide the COUNTY with copies of all permits and copies of all <br />correspondence with non-domestic dischargers connected to the COUNTY's wastewater <br />collection system. <br /> <br />To the extent the COUNTY possesses such records, the COUNTY agrees to provide <br />WSACC, upon request, any and all records relating to water use and wastewater discharges <br />by non-domestic usel'(s) for the purpose of validation of monitoring records and compliance <br />with pretreatment stindards and requirements. The COUNTY and WSACC shall have the <br />right to require the installation of a flow meter on wastewater services for wastewater <br />volumes determination pursuant to existing policies and procedures. <br /> <br />The COUNTY agrees to control, as provided for in the COUNTY's Sewer Use Ordinance, <br />connections to its wastewater collection system so that all co~mections meet the requirements <br />of the COUNTY's Sewer Use Ordinance. Procedures for approving industrial connections <br />to the sanitary sewer system are summarized in Appendix A. <br /> <br />The staffs of the COUNTY and WSACC shall agree upon the day-to-day procedures for <br />the implementation of this Agreement. WSACC's staff shall put the agreed upon <br />procedures in writi~tg and submit to the COUNTY's staff for concurrence. Procedures <br />proposed by WSACC are summarized in Appendix B. <br /> <br /> <br />
