APPENDIX B Municipality will furnish industrial potable water and wastewater metered flows to WSACC by the 4th day of each month as requested o WSACC will utilize flows for surcharge billing and compliance judgment Other NPDES requirements for Pretreatment Program: · WSACC shall maintain the Headworks Analysis for the wastewater treatment plants which is used to determine the available loading into the plants o A new HWA must be completed every 5 years and submitted to the State for approval o Maintain an Allocation Table, pursuant to the NPDES permit, which summarizes the results of the HWA and the limits from all of the IUPs Permitted IUP loadings for each parameter or pollutant cannot exceed the treatment capacity of the plant as determined by the HWA. · WSACC shall conduct an Industrial Waste Survey of the entire service area every 5 years and submit to the State for approval o Requires that all users of the sewer collection system be surveyed to determine actual discharge o Municipality will furnish a listing of all industrial customers, along with their mailing address and six month average potable water consumption and/or six month average wastewater metered flow · WSACC shall develop and implement a Long Term Monitoring Plan (LTMP) for data collection to be used in the HWA for the development of specific pretreatment local limits. LT1V[P must be approved by the State · WSACC shall develop and enforce an Enforcement Response Plan for handling noncompliant users · WSACC shall publish annually a list of Significant Industrial Users that were in Significant Noncompliance with pretreatment standards in the IUP and/or SUO during the previous 12 month period · WSACC shall maintain for a minimum of 3 years records of monitoring activities and results and other records of industrial impact on the wastewater treatment plant · WSACC shall maintain adequate legal authority through the SUO in order to implement the pretreatment program 2
