CDDC urges the County Commissioners to <br /> insist that county planning and management staff work closely <br /> with the CD_DC Design Division and the City of Concord's planning <br /> staff to a~hieve a design that enhances the character of Classic <br /> Concord in!a location that is compatible with the downtown master <br /> plan. <br /> <br /> The Board if Directors <br /> Concord Do. town Development Cor~oration <br /> 26 Septemb4r 2002 <br /> <br /> Mr. Zac M~retz. representing the Cabarrus County Bar, presented the <br />following Resolution in support of keeping the Courthouse and Jail in <br />downtown Concord~ <br /> <br />UNANIMOUS RESOLUTION OF THE CABA.RRUS COUNTY BAR <br />kDOPTED FEBRUARY 14, 2003 <br /> <br />WHEREAS, the Cabarrus County Commission has expressed interest in <br />relocating ] the Cabarrus County Courthouse and jail ("Justice <br />Complex"} ko the Brown Mill area approximately two miles from <br />their present location in downtown Concord; and <br /> <br />WHEREAS, c~owntown Concord has shown remarkable and exciting <br />revitaliza6/on in recent years; and <br /> <br />WHEREAS, ~he collection of most city and county government <br />offices, i~cluding the Justice Complex, has been a substantial <br />contributo= to this revitalization; and <br /> <br />WHEREAS, there is great value to all citizens of Cabarrus County <br />to be able to accomplish all of their government business in one <br />central lo~tion; and <br /> <br />WHEREAS, the members of the Cabarrus County Bar have significant <br />investments! in downtown Concord with regard to their office <br />space, as ~o other supporting businesses to the legal system, <br />including ~title insurance companies, investigators, bonding <br />agencies, c~urt reporters, restaurants and the like; and <br /> <br />WHEI%EAS, Cebarrus County citizens and me.ers of the legal <br />community i~ their daily work need convenient access to both the <br />Cabarz-us County office building, the Justice Complex, and other <br />County and City governmental offices; and <br /> <br />WHERF-~%S, ~is need is especially acute for real property <br />practitioner, s, who must search databases in both buildings <br />numerous ti~es each day; and <br /> <br />~q~ERF~, th% members of the Cabarrus County Bar unanimously agree <br />that the e~isting courthouse is in good working order, that the <br />third floo~ was recently completely renovated at significant <br />County exp~_'se, and that a new courthouse is no~ needed at this <br />time; and <br /> <br />WHERF. AS, a~ relocation of the Justice Complex would result in <br />considerabl% inconvenience to the citizens of Cabarrus County and <br />increased ~x'affic and pollution due to the many additional car <br />trips betwepn downtown and the proposed Brown Mill location which <br />would be re~/ired for those needing government services; and <br />W~EREA~0 n~erous expansion locations already owned by or easily <br />available t9 the County already exist do~a~town; and <br /> <br />WHEREAS, th~ Brown Mill property is not presently owned by the <br />County and~ would require significant demolition of existing <br />buildings I~ infrastructure improvements, all at significant <br />expense, issues which do not exist with regard to other proposed <br />downtown expansion loca~ions for the Justice Center! <br /> <br />NOW, THEREFORE, by unanimous vote =his 14~" day of February, 2003, <br />the Cabarru~ County Bar does hereby resolve that it opposes any <br />move of any~;art of the Justice Center from downtown Concord, and <br />hereby urge~_ the members of the County Commission to consider <br />other expansion locations which would not have an adverse effect <br /> <br /> <br />
