DRAFT <br /> <br /> on the cztizens of Cabarrus County, the legal community, the <br /> environment and the recent hard-fought revitalization of downtown <br /> Concord. <br /> <br /> There was discussion regarding potential sites for the location of a <br />new Jail and Courthouse. Chairman Freeman stated the Board has not made any <br />decision regarding the location of the new facility and pointed out it would <br />probably be five to ten years before a new Courthouse is constructed. <br /> <br /> Chairman Freeman recognized Chief District Court Judge William G. <br />Hamby, Jr. for comments. <br /> <br /> Judge Hamby stated he was not taking a position regarding the location <br />of a new Court facility but indicated he would not want the facility moved <br />from downtown Concord if not necessary. He commented on the pressures that <br />the population growth has placed on schools, utilities and the court system <br />and emphasized the need for additional jail space at this time. <br /> <br />(F-2) HOME Pro,ram - lh/bllc Hearin~ - 6:30 <br /> <br /> Mr. Jonathan Marshall, Planning and Zoning Services Director, stated <br />this was the second of two required public hearings for the County's <br />participation in the Cabarrus/Iredell/Rowan HOME Consortium. The County is <br />expected to receive approximately $126,000.00 that will be used for housing <br />repair and rehabilitation for low-income persons, specifically elderly <br />homeowners, who live outside the municipal limits of Concord and Kannapolis. <br /> <br /> At 7:35 p.m., Chairman Freeman opened the public hearing on the HOME <br />Program and asked if anyone wished to address the Board regarding the <br />proposed Program. The Public Hearing Notice was published in THE INDEPENDENT <br />TRIBUNE on February 7 and 9, 2003. <br /> <br /> There was no one present to address the Board, and Chairman Freeman <br />closed the public hearing. <br /> <br />(F-3) Cabarrus Accessibility Action Co~nittee <br /> <br /> Mr. Cary Gluf, President of the Cabarrus Accessibility Action Committee <br />(CAAC), presented information concerning the CAAC and its efforts to create <br />public awareness, expand opportunities and enhance the quality of life for <br />persons with disabilities. <br /> <br /> There was brief discussion regarding architectural requirements and the <br />accessibility of facilities in Cabarrus County. <br /> <br />(F-4) Cabarrus Coun~ Smallpox Vaccination Plan <br /> <br /> Dr. William F. Pilkington, Chief Executive Officer and Director of <br />Public Health, reported that each local health department has been required <br />to develop a Smallpox Vaccination Plan. ~e Cabarrus Health Alliance has <br />developed such a Plan and received approval by the Skate Health Department as <br />well as the Center for Disease Control. Vaccinations are scheduled to begin <br />in Cabarrus County the first of March. <br /> <br /> Ms. Cappie Stanley, Public Health Program Team Leader, gave a PowerPoint <br />presentation outlining the Cabarrus County Smallpox Vaccination Plan that <br />covers the following five scenarios, including both pre- and post-event <br />activities: <br /> <br /> Pre-Event Activity <br /> Stage 1: Vaccination of those most likely to diagnose, treat, or <br /> investigate smallpox disease (approximately 125 - 150 people) <br /> <br /> Sta~e 2: Vaccination of first responders and additional health care <br /> workers (approximately 4,500 - 5,000 people) <br /> <br /> Sta~e 3: VOLUNTARY vaccination of large portion of population <br /> (Approximately 60,000+ people) <br /> <br /> Post-Event Activity <br /> Ring Vaccination: Vaccination initiative after a diagnosed case (Case, <br /> Contacts, Contacts of contacts) <br /> <br /> Mass Vaccination <br /> Vaccination after potential exposure in a large-scale scenario. Entire <br /> population of county that has not received pre-event vaccine <br /> <br /> <br />
