Resolutian No. 2003- <br /> <br /> JOINT RESOLUTION <br /> OF THE BOARDS OF COUNTY COMMISSIONERS <br />OF CABARRUS COUNTY, DAVIDSON COUNTY, ROWAN COUNTY, <br />STANLY COUNTY, AND UNION COUNTY <br /> <br /> WHEREAS, the Board of County Commissioners of Cabarrus County, the Board <br />of County Commissioners of Stanly County, and the Board of County Commissioners of <br />Union County by Joint Resolution dated April 1, 1974, established Piedmont Area <br />Mental Health Program; and <br /> <br /> WHEREAS, the Board of County Commissioners of Cabarrus County, the Board <br />of County Commissioners of Stanly County, and the Board of County Commissioners of <br />Union County by Joint Resolution dated March 31, 1981, modified their Joint Resolution <br />dated April 1, 1974, by naming the entity "Piedmont Area Mental Health, Mental <br />Retardation, and Substance Abuse Authority; and <br /> <br /> WHEREAS, the Board of County Commissioners of Rowan County have by <br />resolution unanimously adopted in May, 1997, requested to join Piedmont Area Mental <br />Health, Mental Retardation and Substance Abuse Authority; and <br /> <br /> WHEREAS, the Commission for Mental Health, Developmental Disabilities, and <br />Substance Abuse Services has in July, 1997 designated Cabarrus, Rowan, Stanly and <br />Union Counties as a catchment area for the provision of mental health, developmental <br />disabilities, and substance abuse services pursuant to G.S. 122C- 115(c) and <br /> <br /> WHEREAS, by Joint Resolution dated October 1, 1997, the County <br />Commissioners of Cabarms, Rowan, Stanly and Union Counties included Rowan County <br />as a participating county in the area authority and renamed it Piedmont Area Mental <br />Health, Developmental Disabilities and Substance Abuse Authority: and; <br /> <br /> WHEREAS, by Session Law 2001-437 effective July 1, 2002, entitled "An Act to <br />Phase In Implementation of Mental Health System Reform at the State and Loc'al Level," <br />the North Carolina General Assembly has amended North Carolina General Statute <br />Chapter 122C, the Boards of Commissioners of the participating counties desire to make <br />the joint resolution creating Piedmont Area Mental Health conform to the requirements of <br />the newly amended law, <br /> <br /> WHEREAS, by resolution dated January 14, 2003, the Board of Commissioners <br />of Davidson County stated its intention "to seek adoption of a joint resolution by and <br />between the Boards of Commissioners of Davidson, Rowan, Caban'us, Stanly and Union <br />Counties to the end that Davidson County, pursuant to G. S. 122C-115 (c), may become a <br />participating county of the Multi-County Area Authority known as Piedmont Area <br />Mental Health, Developmental Disabilities and Substance Abuse Authority doing <br />business as Piedmont Behavioral Healthcare for the provision of Services in Davidson <br />County." <br /> <br /> <br />
