Cabarrus County has an opportunity to procure an
additional 10,500 square foot space at Cloverleaf Plaza for the consolidation of both
Cosmetology programs, but the decision to do so must be made quickly.

RCCC recently learned of the need to relocate Cabarrus County Schools' Cosmetology
program by August 2003 to ensure the continuation of this important educational
opportunity for area high school students. An increased demand by high school
students for these offerings further complicates the situation. The high school
Cosmetology program has been unable to meet excess demand, with a waiting list of
approximately 30 students.

The Cosmetology profession offers an important career option for students interested in
immediate, flexible employment with a secure future. Many young people and adults are
not interested in traditional academic programs, yet they have a strong desire for
financial independence. Cosmetology offers a career niche that is virtually recession-
proof, with a guaranteed, permanent client base. Cabarrus County, through its support
of this program, offers an opportunity to the many individuals who have chosen this
profession.

The demand for Cosmetology and related program offerings has grown as the market
for personal care services has increased. Space restrictions at RCCC's Cloverleaf
facility, however, have not permitted the college to meet excess demand, even with the
addition of nighttime classes and the relocation of some program offerings to Rowan
County. The facility continues to have a capacity utilization rate of 100%, operating 16
hours a day. A critical need for expansion has existed for a number of years. In
