Cabarrus County alor~e, 60 students are currently waiting for available space in RCCC's
Cosmetology program. State budget constraints and consideration for the
corresponding squeeze on county resources have precluded the college from
approaching Cabarru~i County commissioners with a proposal to expand these facilities.

Expansion of RCCC'si_:Cloverleaf facilities by August 2003 would permit:

RCCC to often a Huskins program in Cosmetology to Cabarrus County high
school students, serving not only the currently enrolled high school students but
also those on their waiting list. RCCC currently administers a successful Huskins
Cosmetology program for Rowan County, and is familiar with the needs and
expectations of high school students. The college program supplies superior
occupational ~ducation with a regular client base for students, and a
corresponding true-to-life business experience.

Growth in RCC--C's program capacity to serve adult students currently on the
college's waiting list, satisfying pent-up demand.

Related offerings in Cosmetology to be moved back to the Cabarrus County
facility. Reloca~on of these offerings would provide another Huskins program for
high school st~dents in personal care services, in addition to the Cosmetology
option, and wo~ld serve adult students in the county as well.

Creation of a program in Esthetics (personal skin care), meeting a need
expressed by area employers, and serving additional adult and high school
students. A Hu~ kins program in Esthetics would further expand the partnership
between Caba~us County Schools and RCCC, providing a third career option for
high school students in the field of Cosmetology.

· Added flexibili~ in meeting short-term facilities needs by making available
additional instructional space conveniently located for Cabarrus County citizens.
For example, O'¢er 300 students in Cabarrus County are currently on the waiting
list for our Cert~ied Nurse Aide classes.

The expansion of RC~C's Cloverleaf facilities would assist the county in continuing an
important career Oppc}.rtu_nity .for 40. high school students, while also making it possible
for the college to servb an additional 130 adult and high school students in cosmetology
and related offerings. :The potential also exists of using these facilities to address other
short-term occupational needs.
?

Preliminary discussions with CCS Superintendent Butch Winkler and Tech Prep
Coordinator Emily Bel~m show that, in addition to the benefit of expanded partnership
opportunities, econor~ies exist in this proposal. CCS' Cosmetology instructor would
maintain her employment status by transferring to RCCC, lending her expertise to the
college Huskins progrCm and easing the transition for high school students. Equipment
currently utilized in _the CCS Cosmetology program is up-to-date and could be
