transferred to the Cloverleaf site, preserving the county's investment in its recent <br />replacement and minimizing new equipment purchases for RCCC facility expansion. <br />The close proximity of the college's Cloverleaf location to the former CCS Cosmetology <br />facilities would also minimize disruption to high school students in terms of travel and <br />commuting logistics. CCS would experience the additional benefit of receipt of Huskins <br />funding for those high school students enrolled in RCCC's Huskins programs. <br /> <br />The opportt~nity to simultaneously address these needs exists for only a limited time. <br />The owner of Cloverleaf Plaza is motivated and willing to cooperate to the fullest extent <br />with Cabarrus County and the college to make the space operational by August 2003. <br />The owner estimates the space will remain available for only a short time. <br /> <br />Specifics in the owner's offer include: <br /> <br />A lease on the 10,500 square foot location for a cost of $70,000/year, or <br />$5,833/month (the equivalent of $.58 per square foot per month). The price <br />being quoted by the owner is a highly competitive offer. <br /> <br />Provision of design and contracting services by the owner's contracted <br />employee, simplifying and expediting the upfitting process. The contractor <br />recently completed the upfitting of a cosmetology facility for another school, and <br />is familiar with code requirements and working within strict budgetary <br />constraints. <br /> <br />A $35,000 contracting allowance. This is equivalent to a $35,000 credit against <br />the cost of upfitting the space. The owner is motivated by the prospect of a long- <br />term tenant who has an established working relationship with him, and may <br />actually be willing to compensate renovation costs by as much as $40,000. <br /> <br />Exploratory conversations with the owner's contractor indicate that the owner <br />may be willing to consider a variety of financing options, to include amortizing <br />the renovation costs over a period of time, with these costs included in the <br />regular monthly lease payments. <br /> <br />RCCC has received from the owner's general contractor a ballpark estimate for <br />renovating the facility of $110,000..This price includes dr. awing plans, getting necessary <br />permits, and construction to meet NC State Board of Cosmetology requirements. The <br />renovation cost would be reduced by the owner's contracting allowance of $35,000- <br />40,000, for a total required expenditure of approximately $70,000 - 75,000. <br /> <br />Implementation of this proposal would preclude the county's lump-sum expenditure of <br />$250,000, proposed by the CCS plan for construction of a facility at Central Cabarrus <br />High School. Simultaneously, it would provide educational opportunities for a <br />substantially larger number of Cabarrus County citizens and avoid expenditures on <br />dup!icate programs. <br /> <br />3 <br /> <br /> <br />
