MEMORANDUM

TO: Board of County Commissioners

FROM: Linda F. McAbee
Register of Deeds

DATE: April 8, 2003
RE: Approval of an additional Deputy Register of Deeds Position

E-mailed the following to BOCC, John Day, Don Cummings (4-8-2003)

At the upcoming April meeting of the Board of County Commissioners, I am requesting
your consideration of the approval of one additional full time position of Deputy Register
of Deeds.

In this time of harsh financial budget realities, I am not unaware of the difficulties facing
each of you as you make these types of decisions. I would encourage you, however, to
look at the serious need for this position, as well as the ability for my revenues to pay for
this position. Projected revenue for this fiscal year was $1.5 million. As of April 8, 2003,
we have already collected over $1.6 million.

Included in your agenda packet will be a variety of documentation supporting the need
for this addition. My office currently has eight full time employees and one part time
employee. There has been no full time position added since the fiscal year 1996-1997.
The workload and demand on our time, due to the growth our county has experienced the
past few years, has quickly outpaced our resources. The additional full time position will
greatly assist us in maintaining the quality customer service my office is known and
respected for.

Your assistance in this matter will be greatly appreciated. I would like the opportunity to
discuss the proposal with each of you either in person at my office or by telephone.
Please feel free to contact me at your convenience. I look forward to the opportunity to
share my ideas and concerns with you.

Linda McAbee, Register of Deeds

ADDITIONAL INFORMATION:

In addition to the steep rise in vital records, cancellations, documents recorded and
processed, our telephone calls have increased dramatically. The average yearly number
of calls answered is approximately 17,000.
