Carolina <br /> <br />DATE: <br /> <br />April 9, 2003 <br /> <br />TO: <br /> <br />Fishertown/Princeton Park Community <br /> <br />FROM: <br /> <br />Kelly Sifford <br />Cabarrus County Community Development Manager <br />Cabarrus County Planning Department <br /> <br />RE: <br /> <br />Sewer Improvements <br /> <br />Dear Residents: <br /> <br />Cabarrus County is in the process of reviewing a number of grant options to install public <br />sewer in the Fishertown/Princeton Park Community. One of the grant options that the <br />County is reviewing is a Community Development Block Grant "Infrastructure" Project. <br />Community Development Block Grant Projects utilize funds provided by the United States <br />Department of Housing and Urban Development, (HUD). Community Development Block <br />Grant projects are administered through the North Carolina Department of Commerce, <br />Division of Community Assistance in Raleigh. These grant projects are only awarded if they <br />largely benefit Iow- and moderate-income households within the community, and if they <br />eliminate severe needs for an area as qualified under the HUD gradient needs scale of <br />severity. There are a number of different types of Community Development Block Grant <br />Projects; however, the project that Cabarrus County is under consideration for is referred to <br />as an "Infrastructure Grant" Project. The proposed grant application for Cabarrus County <br />would be competitive; therefore, Cabarrus County would be competing with other towns <br />and counties across the State for this same funding. Therefore, there are no guarantees that <br />the County would be awarded this grant application or at this time that the County is even <br />eligible to apply for this grant project. With this type of grant project, there are a number of <br />factors that would determine whether we are even eligible to receive this grant assistance. <br />These factors would include: <br /> <br />1 ) Our eligibility as to the percentage of Iow- and moderate-income <br />households that we would be serving (Cabarrus County must have <br />around 95% or better in Iow- and moderate-income households in this <br />community to have a competitive grant application); <br /> <br />2) The severity of the need compared to other severe needs of grant <br />applicants throughout the State; and, <br /> <br /> <br />
