(Severe, documented septic <br />tank pro ,lems along with photographs would need to be included in the grant <br />applicatl bn for review by the State). <br /> <br />In order to provide the ~locumentation necessary to apply for a grant project of this nature, <br />the County must cont~t each property owner and/or target area resident within the <br />designated Project Are~. by actually going door-to-door, and complete a preliminary <br />application on each household. Each property owner or Target Area resident must sign a <br />preliminary application Worm indicating the name(s), age(s), income(s), and disability status <br />of al...Jl family household{members; their rental or mortgage payment amount and their <br />address and telephon~number. This data is gathered in order to determine whether the <br />proposed Targeted Ar .die meets the Iow- and moderate-income criteria, which in turn will <br />determine whether thi~area is eligible to apply for assistance under the CDBG program. <br />These survey forms ar~ also part of the application process and would be included as part <br />of the grant applicatio~should the County be eligible to apply for assistance. <br /> <br />Once the Income Surv~ ,y information is compiled, the Cabarrus County Health Department <br />will need to document I ,y letter the number of failed and fallln¢~ septic tanks located in this <br />community. Because tt is is an extensive process, Cabarrus County will be using Hobbs, <br />Upchurch & Assoclat rs, P.A., consulting engineers, to assist with the income housing <br />survey data, the septic lank assessments, photographs, and the writing of the grant <br />application should it b~ determined that this area is eligible to apply for a grant project.
