The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, March 17, 2003, at <br />6230 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, Interim County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Explorer Post 510 of the North Carolina 51'= Air Force ROTC at Central <br />Cabarrus High School conducted the Flag Ceremony. Scouts participating in <br />the ceremony were John Schoeneman, Derek Dunson, Kenneth Starcher, Jr., and <br />Jason acree. <br /> <br /> Pastor Jeff Smith of Young Memorial Baptist Church delivered the <br />invocation. <br /> <br />(A) Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of January 27, <br />February 3 and February 10, 2003 as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />Chairman Freeman listed the following changes to the Agenda: <br /> <br />(E) Consent Agenda <br />Add the following as Item E-8 - Approval of Weatherization and Heating <br />Repair Replacement Program Application and Authorization to Submit <br />Application. <br /> <br />(F) <br /> <br />(F-4) <br /> <br />New Business <br /> Consideration of Resolution to Preserve the Current Combined <br /> State and Local Government Sales and Use Tax at Six and One-Half <br /> Percent Effective July 1, 2003 - Add the following Resolutions <br /> that were received since preparation of the Agenda: <br /> (a) Resolution of the Kannapolis City Board of Education; <br /> (b) Town of Harrisburg - Resolution of Support for the Approval <br /> of the One-Half Cent Local ~overnment Sales and Use Tax for <br /> Cabarrus County; and <br /> (c) Cabarrus County Board of Education - Resolution Cabarrus <br /> County Commissioners Funding Options. <br /> <br />(F-8) FY 2002-03 Tourism Authority Budget <br /> Add the following budget amendments: <br /> (a) $1,326,328.64 -, Initial appropriation of the Tourism <br /> Authority's two percent (2%) Occupancy Tax from inception <br /> through FY 2003 budget. <br /> (b) $156,328.50 - To appropriate FY 2002 Tourism Authority's <br /> operational fund balance (3%) <br /> <br /> UPON MOTION of Commissioner Prlvette, seconded by Commissioner Carruth <br />and unanimously carrled, the Board adopted the Agenda with the changes listed <br />above. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Reco~nition of the Accomplishmen~s and Volunteer Activities of the <br /> <br />Extension and Co~uni~ Association Members of Cabarrus County <br /> <br /> Ms. Pam Ou~en, Famlly and Consumer Science Agent with the local <br />Cooperative Extension Service, thanked the Board for the opportunity to <br /> <br /> <br />
