She <br />introduced Ms. JSdy Furr, 2002 ECA Council President, for comments. <br /> <br /> Ms. Furr !gave a brief overview of the Extension and Community <br />Association, wh~h includes 12 clubs with 165 members in Caharrus County. <br />She stated ECA ps a very active organization providing numerous education <br />programs and volunteering in many areas of service in the county. Ms. Furr <br />introduced the ~ollowing EtA officers: Joyce Kluttz (2003 County Council <br />President), Jil! Linker (2003 First Vice-President), Judy Graeber (2003 <br />Second Vice-Pr~s_ident) and Pa= Wickliff (County Family and Issues <br />Coordinator). S~e thanked =he Board members for their suppor~ and presented <br />gifts made by EC~_~_ members in appre¢ia~ion of ~ha= support. <br /> £ <br />(C-2) Reco~nitio~ of Betsy Ballard on Her Retirement from the Tax Collector's <br />Office ' <br /> <br /> Ms. Dawn ~ McHale, Tax Administrator, and Ms. Linde Morgan, Tax <br />Collection Supe~isor, recognized Ms. Betsy Ballard on her retirement from <br />the Tax Collector's Office. Ms. Ballard began employment with Cabarrus County <br />on January 1, 1945 and will retire on March 20, 2003. <br /> <br /> ~f the Board, Vice Chairman Suggs presented a plaque to Ms. <br /> On <br /> behalf <br />Ballard in appr~iation for her 18 years of service to Cabarrus County and <br />its citizens. <br /> <br />(C-3) Raco~ni~On of Ser~emn~ W. Terz~ Black on His Retirement from <br />Cabarrus County ~heriff's Department <br /> <br /> Sheriff Br_~d Riley recognized Sergeant W. Terry Black on his retirement <br />from the Cabarru~ County Sheriff's Department. Sergean~ Black was sworn in a <br />deputy on July 1~, 1974 and re=ired on February 28, 2003. <br /> On behalf ~f the Board, Commissioner Privette presented a plaque to <br />Sergeant Black i~ appreciation for his service to Cabarrus County and its <br />citizens. <br /> <br /> Sergeant B~ack offered brief comments regarding his tenure with the <br />Sheriff's Depar~ent and praised employees of Cabarrus County and the <br />Sheriff's DepartS. nt. <br /> <br /> (D-l) Justice Ce~er Pro,act Monthly <br /> Pro,reis <br /> <br /> Mr. Day re'fred that the A~chitect Screening Committee me= on March 11 <br />~d reviewed =h~ 13 architectural proposals that were received for the <br />Justice Can=er ~ojec=. He stated that Lieu=arian= Scot= Ha~or=h (Chief <br />Jail Administrate) is still seeking other facilities wi=bin a radius of 100 <br />miles =ha= could be used =o house inmates on a shor=-te~ basis. Finally, <br />Sheriff Riley s~4~=ed the average daily population for the Jail was 192 for <br />the ~onth of Febr .a~ and 205 thus far during =he month of March. <br /> <br />(D-2) S~ of ~h0r~- and Long-=e~ Goals <br /> <br /> Mr. Day ~ :seen=ed an update on the short- and long- ~e~ goals <br />identified by =h~ Board a= its Janua~ work session. He stated a numar of <br />issues such as = ,e Eastern ~ea Elan, County's fisGal condition and school <br />funding would be ~addressed later in this meeting. A re.est for funding the <br />widening of 1-85~has been sent <br />T~-21 funding allocation. Mr. Day in~r~uced Mark Mar=in, Harrisburg To~ <br />Council me.er ~d P~lic Safety Direc~or, for co~en~s on the 9ropomed <br />es~ablishmen~ of ~ ~nicipal fire department. <br /> <br /> Mr. Mar=in ~reported on discussions by the To~ of Harrisburg and ~he <br />Harrisburg Volu~eer F~re Departmen~ regarding =he es~ablishmen= of a <br />municipal fire d~ar~men~. He s~a=ed ~he mos= significan~ issue =o the To~ <br />is how to e~ali~ the =ax rate in ~he To~ and fire district until such time <br />~he to~ limi=s~ can be e~ande~ in 2010 ~o ma=ch ~he fire district <br />boundaries.
