There was lengthy discussion regarding the need for water service in <br />the Georgeville community and the impact, if any, the Eastern Area Plan would <br />have on future water serwice to that community. Issues addressed during the <br />discussion included the following: (1) Concerns by some residents that <br />utilities would encourage growth and cause the rural lifestyle in that area <br />to disappear; (2) Rezoning process; (3) Lack of input by citizens in the <br />Georgeville area in developing the Eastern Area Plan; (4) Need for water in <br />areas of the county and the possibility of placing one cent on the tax rate <br />to run water lines; and (5) Sale of the County's utilities to the City of <br />Concord in 1995. The Board also discussed the possibility of moving th~ area <br />boundary from Highway 200 to Miami Church Road or the possIbility of allowing <br />that area south of M~ami Church Road to remain at one unit per acre. <br /> <br /> Mr. Bobby Krimminger, resident of 6570 Mt. Pleasant Road, questioned a <br />survey that he stated was allegedly done in that area of county. He said he <br />had not been contacted and in his opinion he has the right to do what he <br />wants to do w~th his property. Further, he suggested that the area boundary <br />come down Cold Springs Road to Barrier Store Road. <br /> <br /> Vice Chairman Suggs made a motion, seconded by Commissioner Privette, <br />tO consider the recommendations of residents of the Georgeville area and to <br />revise the proposed Eastern Area Plan so that it will be satisfactory to <br />their needs. <br /> <br /> Mr. Hartsell responded to questions regarding the annexation of <br />property located in Cabarrus County by the Town of Locust. He explained that <br />annexation is not bounded by a county line and also commented on the <br />'checkerboard" effect the Towns of Locust, Midland and Stanfield create in <br />the southern area of Cabarrus County. <br /> <br /> Chairman Freeman reopened the public hearing at 8:56 p.m. <br /> <br /> Mr. Tommy Porter, who owns 500 acres adjoining Miami Church Road, <br />objected to the proposal to move the boundary from Highway 200 to Miami <br />Church Road. He expressed concern that changing the boundary to Miami Church <br />Road would eliminate the buffer to the swine farm operation on his property. <br /> <br /> Vice Chalrman Suggs withdrew his earlier motion, and Commissioner <br />Privette withdrew his second to the motion. (see above) <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board directed staff to schedule a <br />work session in the Georgeville community to meet with those residents to <br />discuss concerns about the proposed Eastern Area Plan. <br /> <br />(F-2) FY 2003-04 Rural O~erators Assistance Pro~ram (Transportation <br />Assistance Pro~ram) Grant Application - Public Hearing - 6~30 p.m. <br /> <br /> Mr. James Sasser, Transportation Planner, presented a brief overview of <br />the Rural Operators Assistance Program grant administered by the Public <br />Transportation Division of the North Carolina Department of Transportation. <br />He advised that the grant is a source of funding for transportation for the <br />Elderly and/or Disabled Transportation Assistance Program, the County Work <br />First Program and the Rural General Purpose Program. The total proposed <br />County allocation for 2003-2004 is $113,559.00. <br /> <br /> At 9:15 p.m., Chairman Freeman opened the public hearing and asked if <br />anyone wished to address the Board regarding the Rural Operators Assistance <br />Program Grant application. The Public Hearing Notice was published in THE <br />INDEPENDENT TRIBUNE on March 8, 2003. <br /> <br /> There was no one present to address the Board, and Chairman Freeman <br />closed the public hearing. <br /> <br /> U~ON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board authorized the Interim County Manager =o <br />apply for the Rural Operating Assistance Program funding grant as proposed <br />and adopted the following Appendix A for the Rural Operating Assistance <br />Program and the Discretionary Rural General Public Funding for ~egional <br />Transportation Systems. <br /> <br />State of North Carolina <br />County of Cabarrus <br /> APPENDIX A <br /> CERTIFIED STATEMENT <br /> FY 2003 - 2004 <br /> <br /> <br />
