The company has submitted a <br /> proposal to pr.~are a 'Midway Master Plan based on =he resulzs of that <br /> workshop. The P~n is needed to prepare construction documents and begin the <br /> project so that }t can be completed before this year's Fair. <br /> UPON MOTIO~of Commissioner Carruth, seconded by Commissioner Carpenter <br /> and unanimously~arried, the Board approved the proposal by Bullock Smith & <br /> Partners for maker planning services for the Midway improvements at a cost <br /> of $6,000.00 plus a "not to exceed" cost of $2,000.00 to cover travel, <br /> printing, commun~cations, etc. <br /> <br /> (E-~) Approve4 o£ Weetheriza~ion and Heatin~ Re~air Replac-~-~t Pro~r-= <br /> Application and~thorization to Sub.tit <br /> <br /> UPON MOTI~ of Commissioner Carru=h, seconded by Commissioner Carpenter <br /> and unanimously carried, the Board approved the application for the <br /> Weatherization a~ ~ Heating Repair Replacement Program and authorized Chairman <br /> Freeman to sign ha application to be submitted to the North Carolina Health <br /> and Human Servic~ Office of Economic Opportunity. <br /> <br /> (F) NEW BUSINESS <br /> (F-l) Eastern Ar Plan - Public Hearin~ - ~$0 p.m. <br /> <br /> Mr. Rodger hentz, Planning Manager, briefly reviewed the proposed <br /> Eastern Area Pla~ that had been discussed at a work session on February 10 at <br /> the Mt. Pleasa~ High School Cafeteria. He responded to a number of <br /> questions by Board members regarding the use of Highway 200 as a boundary of <br /> the Eastern Area~ the development of one-acre lots, lack of water and sewer <br /> sezwice in that ~ea and concerns about reduced density. <br /> At 7:52 p~m., Chairman Freeman opened the public hearing on the <br />proposed Eastern~ea Plan. The Notice of the Public Hearing was published <br />in THE INDEPENDE~TRIBUNE on March 9, 2003. <br /> Mr. Robert.~Shinn, resident of the Barrier-~eorgeville Road, expressed <br />concerns about t~ ~uality of water in the Georgeville community and ~he lack <br />of plans to run ~water lines in that area. Stating the Towns of Locust and <br />Stanfield are ru~ning lines into Cabarrus County, Mr. Shinn questioned the <br />possibility of g~ting water from Stanly County. <br /> <br />Recess of <br /> <br /> A ~ ' <br /> t 8:00 p.~, Chairman Freeman recessed =he meeting in order to listen <br />to a speech by.~resident ~eorge W. Bush regarding the possibility of a <br />military initiates against Iraq. <br /> ! <br />Continuation of ~lic Hearin~ on Eastern Area <br /> Chairman F~eman reconvened the meeting at 8:15 p.m. and continued the <br />public hearing on,the proposed Eastern Area Plan. <br /> Mr. Lewis lCress of the Cabarrus County Cattlemen's Association <br />supported the proceed Eastern Area Plan. He stated in his opinion i~ is a <br />good compromise f~r the people living in that area of Cabarrus County. <br /> <br /> Mr. Ned Hu~ ion, resident of the St. John's Community and Chairman of <br />the Cabarrus Sci and Water Conservation District, addressed the Board on <br />behalf of the DJ triot. He asked for the Board's support of the proposed <br />Eastern Area Pla~ stating it fits in =he District's agenda for saving the <br />soil, cleaner wat~ ~, preservation of farmland and open space, etc. <br /> <br /> <br />
