Marshall, Planning Services Director <br /> <br />John Day, Interim County Manager <br /> <br />05/13/O3 <br /> <br />Cabarrus County Transport Service Contract Renewal <br /> <br />We are recommending that the contract to provide human services transportation for Cabarrus County <br />be awarded to MidState Transport Inc. This is a renewal of the existing contract with MidState and it <br />includes one major change. The payment in the mileage grid (page 5 of the contract) has been <br />increased by $.11 per trip to adjust for increased fleet insurance costs that the contractor will <br />experience in this fiscal year. The overall cost of the program does not increase, however, as the <br />number of trips will be lowered because of this increase. This should not affect performance if the <br />contractor continues to improve the efficiency of trips by increasing the number of riders per trip and <br />through better routing. <br /> <br />MidState Transport Inc. has done an admirable job meeting the goals set for the County transportation <br />system. Some of these goals include increasing the number of riders per trip, decreasing the use of <br />taxis, and improving driver training and performance. While we continue to ~;ork with MidState on <br />scheduling and on-time performance, they have performed much better titan our previous two <br />contractors. <br /> <br />The transportation system will also benefit in the next fiscal year from new scheduling, tracking and <br />billing software created by the County Information Technology Department.
