PURPOSE <br /> <br />CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br /> BASIC PLAN <br /> <br /> This plan defines Be actions that Cabarms County government agencies and selected <br />non-govemmental organizations in the county will take to reduce the vulnerability of people <br />and property to a dis~ter arid establish the ability to respond effectively to any emergency <br />situation. <br /> <br />II.SITUATION A~D ASSUMPTIONS <br /> A. Situation : <br /> <br /> 1. General de~.cription of Cabarrus County: The county is located in the southern <br />Piedmont section of ~he State. It is bordered to the west by Mecklenburg County, to the <br />southeast by Union County, to the north by Rowan County, to ~the northwest by I~ell <br />County and to the e~st by Stanly County. The current population of the County'i~nd <br />municipalities withinithe County is 130,000. There are four five municipal areas in the <br />county: Concord, Kat~apolis, Mt. Pleasant, Harrisburg, and Midland. Cabarrus County is <br />located in Area 12 of ,l~e Western Branch, North Carolina Emergency Management Division <br />and FEMA Region IX/. <br /> <br />a.
