Whe,,n neededi the Cabarrus County Commissioners may declare a "State of <br />Emergency as defir~d by the county emergency management ordinance (Chapter 22, <br />Cabarrus County CSde of Ordinances) and State Statute 166A-8. The County <br />Commissioners will i~sue this declaration to protect the citizens and property within the <br />disaster area and to a~ist the emergency response agencies in carrying out their duties. A <br />town or city can indel~endently declare a "State of Emergency" within its municipal limits <br />in the event of a disa~er, or by resolution, can sign off on a County "State of Emergency" <br />declaration. <br /> <br /> G. When the dern~nds of an emergency situation exceed the capacity of the local and <br />state governments to ~spond, the Federal government will commit resources from various <br />Federal departments ~lnd agencies to assist. The Federal Emergency Management Agency <br />(FEMA) directs fede~l support in the event of an emergency. The Federal Response Plan <br />(FRP) defines the Fe~ral government's role in providing response and recovery assigqnce <br />to the states and local ~overnments during and after emergency situations. Under the Federal <br />Response Plan, depar~ents and agencies have been assigned primary and support agency <br />responsibilities for vitrious Emergency Support Functions. Cabarrus Coun~ will request assistance through the Western Branch, North Carolina <br />Emergency Managen~ent Division from the State Emergency Operations Center. If state <br />resources have been e~austed, the State Emergency Management Division will coordinate <br />with the FEMA to provide the needed resources and assistance using the Emergency Support <br />Functions as describe~l, in the Federal Response Plan. <br /> <br /> I. Under the pro,~isions of the Robert T. Stafford Disaster Relief and Emergency <br />Assistance Act, a F~deral Coordinating Officer will be appointed as the President's <br />representative to coor~nate overall delivery of Federal assistance.
