IV. ORGANIZATION AND ASSIGNMENT OF RESPONSIBILITIES <br /> <br /> A. Organization: The departments within county government have emergency functions <br />in addition to their normal duties. County Government does not close during emergency <br />situations and all employees will report to work unless they are unablre to travel to their <br />workplace. Each department is responsible for developing and maintaining internal <br />emergency management procedures to support the county emergency operations plan. <br />county manager and department directors may assign various tasks to- c0untyemployees to <br />support county response and recovery operations. These tasks may be muchdifferent from <br />normal job requirements. Listed below are the specific duties and responsibilities for <br />selected county government personnel and for those non-governmental organizations that <br />participate in emergency response operations. <br /> <br />B. Assignment of Individual Responsibilities. <br /> <br />1. Chairman, County Commissioners/Mayors of Cities or Towns <br /> <br /> a. Assume executive direction of emergency operations and monitor the overall <br />situation. <br /> <br />b. As required, declare a State of Emergency at the county/municipal level. <br /> <br /> c. If needed, request assistance from state government agencies through the <br />Cabarrus County Emergency Management Coordinator. <br /> <br />d. Ensure that damage assessments and other necessary reports are forwarded to <br />the State Emergency Management Division. Municipalities will submit reports to the <br />County Emergency Management Coordinator. " <br /> <br /> e. In consultation with the members of the Board of Commissioners, carry out <br />appropriate provisions of state general statutes, in addition to local ordinances relating to <br />emergencies, as the situation requires. <br /> <br />2. County Manager/City or Town Manager <br /> <br /> a. Ensure that government agencies develop and continually update their internal <br />Standard Operating Procedures (SOPs) to respond to emergencies. This will include review <br />and revision of the procedures listed in the annexes to the Emergency Operations Plan. <br /> <br /> b. Ensure that exercises and tests of the emergency systems are conducted on a <br />regular scheduled basis. <br /> <br /> c. Ensure that representatives from the various departments are designated to <br />report to the Emergency Operations Center (EOC) upon activation to assist with direction <br />and control. Develop a roster of key workers who must remain on duty during an <br />emergency or return subsequent to an evacuation to relieve other key workers. <br /> <br />EOP/BASIC PLAN <br /> <br />8 January 2003 <br /> <br /> <br />
