Monito{' the activities of the Cabarrus County Local Emergency Planning <br />Committee (LEPC). iEnsure that Chairman of the LEPC collects and maintains required <br />reports from facilitie~having hazardous materials. <br /> <br /> h. Emergene~ Management Coordinator/Public Safety Director <br /> <br /> a. The Erde. rgency Management Coordinator is responsible for the planning, <br />preparation, and exertion of County emergency response operations. He reports to the <br />Chairman of the Boarlt of Commissioners and the County Manager and performs assigned <br />duties according to s~ate statutes and local ordinances. He will coordinate emergency <br />operations within the County, and with adjoining jurisdictions as necessary. The county will <br />incorporate the Incideh_ t Command System into all emergency planning and operations. <br /> <br /> b. Prior tO emergency situations, the Emergency Management Coordinator <br />develops plans and procedures to prepare the county for possible hazards. He will: <br /> <br /> (1) De~.elop, coordinate, and update the County Emergency Operations plan <br />in accordance with N{brth Carolina and Federal guidelines. <br /> <br /> (2) Se~e as the Community Emergency Coordinator for Hazardous Materials <br />as defined by SARAiTitle III. He will maintain liaison with the Facility Emergency <br />Coordinators through~he LEPC. <br /> <br /> (3) Coordinate planning and response efforts with other county <br />municipalities for incidents that could affect multiple jurisdictions. <br /> <br /> (4) Est[blish and equip the County Emergency Operations Center (EOC). <br />Organize the EOC to ~rovide the command, control and communications (C3) for response <br />operations on a contin[tous basis.
