1. It is the responsibility of the elected officials to insure that all legal documents <br />of both a public and private nature recorded by designated officials be protected and <br />preserved in accordance with existing laws, statutes, and ordinances. <br /> <br /> 2. Each department/agency is responsible for the preservation of essential records <br />to insure continuity of normal operations during emergency periods. <br /> <br />D. Relocation of Government <br /> <br /> 1. Key county government personnel will operate from the Emergency Operations <br />Center/Sheriffs Department if the situation does not permit the normal use of county <br />government facilities. <br /> <br /> 2. If the primary Emergency Operations Center is determined inoperable, the <br />governing body will relocate to the alternate Emergency Operations Center facility as <br />necessary. <br /> <br /> 3. City/Town governments will relocate to facilities within their jurisdiction <br />capable of providing required support during emergency operations. The County <br />EOC/Sheriff's Department may be able to provide limited housing to other municipal <br />governments during emergencies. <br /> <br />VI. ADMINISTRATION AND LOGISTICS. <br /> <br />A. General. <br /> <br /> 1. The Cabarms County Sheriffs Department operates the primary dispatch center <br />for county emergency services. The Communications Center will operate on a continuous <br />basis. The Communications Center dispatches Emergency Medical Services responders <br />for the entire county area. The cities of Concord and Kannapolis provide continuous <br />dispatch services for their emergency services. <br /> <br /> 2. The Emergency Management Coordinator is responsible for the operational <br />readiness of the Emergency Operations Center. He directs operations at the EOC when <br />activated. <br /> <br />B. Records and Reports. <br /> <br /> 1. The Emergency Management staff at the EOC will maintain records of all <br />emergency operations. The EM staffmembers will maintain a duty journal to record <br />message traffic and a narrative account of operations. The staff will maintain status <br />boards to track the operations and developing situations. <br /> <br /> 2.
