e. Local governrr ~nts implement emergency ordinances to control the situation. <br /> <br /> 5. The County Eme~ gency Operations Center serves as the central direction and <br />control point for countywid~ em,ergency response activities. <br /> 1 <br /> 6. The primary Cc~unty Emergency Operating Center (EOC) is located at the <br />Sheriff's Department at 25 ([orban Ave., SE, Concord, NC 28025. <br /> <br /> 7. In the event the p~[rnary Emergency Operations Center is inoperable, an <br />alternate Emergency Operations Center may be established at the Cabarrus Arena & <br />Events Center; Concord Fir~[ Station #3 at 100 U.S. Highway 601 Bypass; or the General <br />Services Operations Center. i <br /> <br /> B. Assumptions <br /> <br /> 1. The designated En ergency Operations Center will be activated upon the threat or <br />occurrence of a major eme~ gency situation and designated personnel will report to the <br />Emergency Operations Cen~ ~r within one hour of notification. <br /> <br /> 2. The County Emerl ~ncy Operations Center facility and equipment is adequate for <br />coordinating countywide err ;rgency operations. <br /> <br /> 3. Sufficient proce~ a'es have been developed to effectively direct and control <br />emergency response and rea ,very operations. <br /> <br /> 4. Emergency operati ~ns and coordination at all levels of government will be carded <br />out according to existing pla ts and procedures. <br /> <br />III. CONCEPT OF OPEI~ ~,TION <br /> A. General <br /> <br /> 1. Emergency operat~ ~ns include all activities that are directed toward reduction of <br />the immediate hazard, estalilishing control of the situation and restoration of normal <br />conditions within the county <br /> <br /> 2. The responsibility !or the direction and control of emergency situations is vested <br />in the County Board of Corn nissioners and is routinely exercised through the Emergency <br />Management Coordinator. <br /> <br /> 3. The Emergency ~ nagement Coordinator will activate, organize, and operate the <br />Emergency Operations Cent~ based on the magnitude of the situation. <br /> <br /> 4. The Emergency Op ,~'ations Center will be organized and operated according to the <br />SOP for the facility. The sit~ ation may require modification of this organization according <br /> <br />EOP/ANNEX A <br /> <br />2 <br /> <br />January 2003 <br /> <br /> <br />
