to the type of incident, agencies and/or jurisdictions involved. Municipalities will provide <br />a representative to the County Emergency Operations Center for inter-jurisdictional <br />coordination when the event affects the jurisdiction or if the jurisdiction requests this. <br /> <br /> 5. The Emergency Operations Center is the "command post" from which emergency <br />response activities are directed, controlled and coordinated. The EOC utilizes the facilities <br />of the County Communications Center. On-scene activities of emergency response personnel <br />will be managed utilizing the Incident Command System. <br /> <br /> 6. The Emergency Management Coordinator will notify the County Manager and <br />Chairman of the Board of Commissioners when Emergency Operations Center is activated. <br />The Chairman will notify the other members of the Board of Commissioners. <br /> <br /> B. Staffing. Personnel assigned to the Emergency Operations Center will operate in one <br />of the functional sections as assigned by the Emergency Management Coordinator. <br /> <br /> 1. Executive Group. The executive group will be comprised of the Emergenc~, <br />Management Coordinator, County Manager, Sheriff, County Commissioners, and Deliuty <br />County Managers. The Executive Group will: <br /> <br /> a. Provide guidance to the Emergency Operations Center staff to ensure unity of <br />effort in the county emergency operations. <br /> <br /> b. Review and approve strategies and policies developed to respond to an <br />emergency situation and recover from the effects of the emergency. <br /> <br /> 2. Operations Group. The operations group will be composed of the Fire Marshal <br />(Asst. EM Coordinator), the County Fire Inspectors, and representatives from Law <br />Enforcement (Sheriff Dept), State Highway Patrol, Fire Department(s), and the Emergency <br />Medical Service. This unit is responsible for the direct supervision and coordination of <br />county emergency operations including the allocation of resources necessary to implement <br />the approved strategies and policies. <br /> <br /> 3. Plans Group. The operations group will be composed of the Emergency <br />Planner, Emergency Mgmt Technician, and representatives from General Services, the <br />American Red Cross, Department of Social Services, the Health Alliance, Planning <br />Department (Transportation) and the Finance Department. As necessary, the group will <br />include a damage assessment representative and other technical advisors pertinent to the <br />type of emergency situation. The Plans Group will: <br /> <br /> a. Collect, evaluate, disseminate, and display information regarding the incident, <br />available resources and the status of the response operations. <br /> <br /> b. Maintain situational awareness for the EOC staff. Prepare the duty journal, <br />post information, and maintain status boards. <br /> <br />EOP/ANNEX A 3 January 2003 <br /> <br /> <br />
