I. PURPOSE <br /> <br />CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />ANNEX B <br /> COMMUNICATIONS <br /> <br /> This annex describes the Cabarrus County communications systems and presents <br />available communications sources, policies, and procedures to be used by county <br />government agencies during emergency situations. This annex coordinates employment of <br />all communications systems during an emergency situation. <br /> <br />II. SITUATION AND ASSUMPTIONS <br /> A. Situation <br /> <br /> 1. Communications play a critical role in emergency operations. S~v, eral <br />communications networks and facilities exist and operate throughout the County. Properly <br />coordinated, these facilities provide effective communications for the direction and control <br />of emergency response activities. <br /> <br /> 2. The Emergency Communications Center is located in the Cabarrus County Law <br />Enforcement Center, 25 Corban Avenue, SE, Concord, NC 28025. <br /> <br /> B. Assumptions: The communications system will withstand and survive the effects of <br />an emergency/disaster. <br /> <br />IlL CONCEPT OF OPERATIONS <br /> <br />A. General <br /> <br /> 1. The Sheriff's Department controls emergency communications systems and <br />services used by the County. <br /> <br /> 2. The Sheriff's Department Communications Center is the Emergency <br />Communications Center. The facility serves as the County Warning Point and operates on <br />a continuous basis. <br /> <br /> 3. Emergency calls are generally received through the E-911 telephone service and <br />dispatched according to standard operating procedures. <br /> <br /> 4. Should the emergency situation become more complex, the Sheriff will increase <br />manning and add equipment as required to meet demands. <br /> <br />EOP/ANNEX B 1 <br /> <br />December 2002 <br /> <br /> <br />
