III. CONCEPT OF OPERATIONS <br /> <br /> A. EMS emergency response operations will be an extension of normal EMS duties. <br />EMS will provide field medical care as needed during emergency situations and coordinate <br />medical evacuation of casualties. <br /> <br /> B. EMS units will be prepared to respond to all situations. This will include mass <br />casualty situations at multiple locations. <br /> <br /> C. Coordination between EMS and rescue squad units is necessary to ensure operational <br />readiness for emergency operations. <br /> <br /> D. Volunteer fire departments /rescue squads will assist EMS units with casualty <br />treatment and evacuation. <br /> <br /> E. During mass casualty incidents, EMS will operate areas to conduct patient triage and <br />treatment, holding areas for casualties awaiting treatment, and transportation loading areas. <br /> <br /> F. An EMS leader will be located at the incident command post to coordinate responding <br />medical units and establish communication links with hospitals and the Emergency <br />Operations Center. This leader will control all EMS and Rescue Squad assets responding to <br />the emergency. Transfer of authority on-scene will be in accordance with established ICS <br />procedures. <br /> <br /> G. The county EMS director will develop standard operating procedures to guide EMS <br />personnel involved with radiological and hazardous materials incidents. This SOP will <br />address personnel safety procedures and the treatment and handling' of casualties <br />contaminated during the incident. ~' <br /> <br />IV. DIRECTION AND CONTROL <br /> <br /> A. The EMS Director will initially direct and control EMS operations from the EOC. <br />The senior EMS leader on the scene will assume direction and control of units responding <br />to the emergency situation. Should the EMS Director move forward to control operations <br />at the emergency response site, he will ensure that an EMS leader replaces him at the <br />Emergency Operations Center. <br /> <br /> B. The EMS Director will maintain communications with all EMS units in the field and <br />will keep the Emergency Management Coordinator informed of all activities. He will <br />coordinate for additional personnel and equipment needed with the Emergency Management <br />Coordinator. <br /> <br />EOP/ANNEX G 2 January 2003 <br /> <br /> <br />
