CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />ANNEX H <br /> RESCUE SQUADS <br /> <br />I. PURPOSE <br /> <br /> This annex provides information on employment of rescue squads during emergency <br />situations. <br /> <br />II. SITUATION AND ASSUMPTIONS <br /> <br />A. Situation <br /> <br /> 1. Emergency situations can endanger the health and safety of citizens and <br />emergency responders. <br /> <br /> 2. A well-planned medical services support network is essential during emergency <br />situations. The rescue squads become a part of EMS operations during emergency <br />situations. <br /> <br /> B. Assumptions. The Rescue Squads have sufficient personnel and equipment to <br />conduct successful rescue operations during most emergency situations. The EMS Director <br />will request additional rescue assistance by activating existing mutual aid agreements. The <br />EOC will coordinate additional support from state and federal agencies. <br /> <br />III. CONCEPT OF OPERATIONS <br /> <br /> A. The mission of the rescue squad is to extract people trapped in buildings, motor <br />vehicle accidents or other confined spaces. Additionally, the rescue squads wi,l~, assist the <br />Sheriff's Department in conducting searches to locate lost or missing persons and recover <br />victims. <br /> <br /> B. In an emergency response which employs a number of emergency services (e.g. EMS, <br />fire, rescue, law enforcement, etc.), the rescue squads will operate under the incident <br />command system and will follow the orders of the incident commander. Rescue squads take <br />the lead role in extrication and search and rescue operations, but units will be under the <br />direction of the law enforcement agency that has jurisdiction or the other emergency service <br />leader in charge. <br /> <br /> C. Rescue squad units will be prepared to support or reinforce other rescue squad units <br />with both personnel and equipment. <br /> <br />EOP/ANNEX H <br /> <br />1 <br /> <br />January 2003 <br /> <br /> <br />
