IH. CONCEPT OF OPERATION <br /> <br />A. General <br /> <br /> 1. Emergency operat~ns for public health services will be an expansion of normal <br />agency and facility duties. <br /> <br /> 2. Coordination betw~n public health officials and medical providers is required for <br />emergency operations readi~ss. <br /> <br /> B. Health <br /> <br /> 1. The primary conc~a'n of public health services is disease control. The Cabarrus <br />Health Alliance will implem~t effective environmental health, nursing and related services <br />to minimize the occurrenc~ and spread of disease. This service is unique to county <br />government, which will pro,de this service to the municipalities within the county. <br /> <br /> 2. Cabarrus Health A~iance personnel will conduct frequent inspections of damaged <br />housing and emergency she~ers will be necessary to determine the need for emergency <br />repairs, pest control, sanitati4n, or other protective procedures. <br /> <br /> 3. Cabarrus Health Alliance inspectors will examine and test private water supplies <br />in close proximity to flooded i areas or a hazardous materials release. The Cabarrus Health <br />Alliance staffwill identify ar{as that may need mandatory inspection during pre-emergency <br />planning and will respond toirequests for water testing from residents as needed. <br /> <br /> 4. The Public Heath Director of the Cabarrus Health Alliance will make <br />recommendations for immuinizations or other preventive measures during emergency <br />response operations. - <br /> <br /> C. Piedmont Behavioral~Healthcare <br /> <br /> 1. Piedmont Behavi4ral Healthcare will be the key agency for coordination of <br />Critical Incident Stress Deb~efing Teams and any needed follow <br /> up. <br /> <br /> 2. Piedmont Behavi~_ral Healthcare will coordinate support for the public and <br />emergency workers with the [mergency Management Coordinator. The Director will make <br />any recommendations on sa-ess management and treatment directly to the Emergency <br />Management Coordinator. : <br /> <br />D. Mortuary Services <br /> <br /> 1. The Regional Medifial Examiner will direct the proper recovery of human remains. <br /> Law Enforcement agencies,!EMS, Rescue Squads and .Fire Departments will assist in the <br />recovery and initial identifi~tion of any victims that die or are killed during emergency <br /> <br />EOP/ANNEX J <br /> <br />2 <br /> <br />December 2000 <br /> <br /> <br />
