APPENDIX 1
ANNEX L
SPECIAL NEEDS SHELTERING AND CARE

I. PURPOSE

This appendix describes the responsibilities for shelters and mass care for special
needs populations during emergency situations.

II. SITUATION AND ASSUMPTIONS

A. Situation

1. The population of Cabarrus County contains individuals and groups with
special needs that will require individual or special assistance during emergency
N~. l,
situations. Evacuation of these citizens to a shelter will require additional planning,
coordination and resources.

2. Some persons with special needs may, with minimal assistance, be able to
function in a mass care shelter. Those persons with special health needs requiring
constant care and/or life support systems will require a special needs shelter or a medical
facility. Typical special needs facilities are nursing homes, rest homes, and group homes
for the mentally ill or developmentally disabled, etc.

B. Assumptions

1. Any person with special needs who can manage those needs personally or
whose family members can provide assistance will be accepted in the shelter serving the
individual, his family, and his community.

2. The county will provide shelters for the special needs population in the county.
This shelter will be in a separate designated area of an existing shelter or housed in a
separate facility, depending on the resources available in the county.

3. Private and government operated residential facilities caring for special needs
groups, are responsible for the continual care for their patients/residents during the entire
period of the evacuation. This includes financial responsibility for the staff, equipment,
meals, and supplies used to care for patients in the shelter.

4. Private and government-operated facilities caring for special needs groups for
less than 24 hours, such as daycare facilities, pre-schools, and day health facilities are
responsible for the continual care of their clients during the entire period of the
evacuation. This requirement ends when the client is released to a parent or a responsible
adult.

EOP/ANNEX L/APPENDIX 1

1 January 2003
