IH. CONCEPT OF OPERATIONS <br /> <br /> A. The Department of l![uman Resources (DHR) has the primary responsibility for <br />mass care and shelter operat!ons in North Carolina. Within DHR, the Division of Social <br />Services (DSS), and Cabanas County Department of Social Services (County DSS) are <br />the lead agencies to provide ~helter/mass care for special needs groups. <br /> <br /> B. The private care facililies, governmental agencies, medical professionals, and non- <br />governmental organizations iwill combine their efforts to plan, organize, staff, and <br />operate shelters for the'speciS1 needs populations in the county. <br /> <br /> C. The Emergency Mar~gement Coordinator will assist the County DSS and other <br />local agencies in establishinl[ and operating special needs shelters. The DSS director or <br />his representative will re[tuest assistance through the Emergency Management <br />Coordinator. <br /> <br /> D. Divisions under the iDepartment of Human Resources that operate residential <br />facilities are required to hav~ current plans in place for the evacuation and sheltering of <br />special needs populations. I2}HR will approve all emergency plans for local residential <br />facilities. <br /> <br /> E. Private facilities with special needs patients/residents will be responsible for the <br />evacuation and transportatio~ of their clients to special needs shelters. Public and private <br />providers of institutional citre (medical and residential) remain responsible for the <br />continued care of their patieh_-- ts/residents when evacuated to spe~iki needs shelters. The <br />staff of the facility will evachate with the patients/residents and remain with them at the <br />shelter. <br /> <br /> F.
