He will develop mutual aid agreements or memorandums <br />of agreement with these organizations to quickly acquire those resources during <br />emergencies. The Emergency Management Coordinator will review these agreements <br />annually. <br /> <br /> E. Once local resources are expended, the Emergency Management Coordinator will <br />request assistance from the State of North Carolina through the Division of Emergency <br />Management. This state agency will obtain additional resources and support from the <br />Federal government (FEMA) when state assets are insufficient to support local operations. <br /> <br />III. DIRECTION AND CONTROL <br /> <br /> A. The Chairman, Board of Commissioners will direct the overall employment of <br />emergency response assets and requests for additional assistance. <br /> <br /> B. The Emergency Management Coordinator will control the utilization of all resources -~, <br />and support during emergency situations. The on-site incident commander will have ~' <br />operational control of all resources assigned to him. The Emergency Management <br />Coordinator has the authority to reassign and divert any resources based on his estimate of <br />the overall situation. <br /> <br /> C. Established mutual aid agreements will determine who will move, operate, maintain, <br />and fund the operation of any equipment used during emergency response operations. <br /> <br />IV. CONTINUITY OF GOVERNMENT <br /> <br />ho <br /> <br />The line of succession for resource management is: <br />1. Emergency Management Coordinator <br /> <br />2. Cabarms County F:rz Mar:ka!/Assistant Emergency Management Coordinator <br /> <br />3. Cabarms County Finance Director <br /> <br /> B. The Emergency Operations Center will be the central control element for resource <br />management in the county.
