It will be necessary for these agencies to cooperate to develop and prepare training together to accomplish this task C. Execution. Law enforcement agencies have this responsibility. The Cabarrus County Shcriff,s Department and the municipal police departments routinely monitor developments within the county that could be interpreted as a possible terrorist threat. a. One of the FBI's primary missions is to monitor terrorist groups, corroborate information received, identify members of terrorist groups, and prepare a law enforcement interdiclion plan. As part of that ongoing initiative, the FBI with other law enforcement agencie~i will share information discovered or obtained from other sources when appropriate for~law enforcement action and, if needed, with appropriate local and state officials. In tho event of danger to the health or welfare to the general public, the FBI will share all infermation necessary to safeguard the safety of the general public. In the event of a threat Or an actual attack, the FBI will take primarg responsibility for the response operations ~once on the scene. The FBI will develop and execute the investigation, coordiitate intelligence, and provide threat assessment information.
