High Condition (_Orange). ~,, <br />High risk of a terrorist attack. A threat assessment indicates that the:p0tentia! threat is ,, <br />credible and confirms the presence of a WMD in the developing situation. At-Condition <br />Orange, the response agencies will tailor their actions to anticipate, prev'ent, and resolve <br />the crisis. <br /> <br /> (5) Severe Condition (Red). Severe risk of a terroris[~attack or an attack <br />has occured. The response requires the-immediate use of all local' xesources. Local <br />response to the incident will require augmentation by state and fe<J~ral resources. <br /> <br />2. Initial Notification <br /> <br /> a. The initial notification will be initially go to the response agencies, <br />followed by support agencies. The response agencies begin crisis management <br />operations upon notification. Those agencies that are involved in consequence <br />management will be alerted next, based on need. <br /> <br /> b. If there is a warning prior to the attack or there are indicators that an attack <br />is imminent, the priority for notification for crisis management will be as follows: <br /> <br /> Sheriff's Department and municipal police department in target area. These law <br />enforcement agencies are the primary response agencies to a terroristFWMD attack. They <br />will notify state and federal law enforcement agencies. Activate local mutual aid <br />agreements as needed. <br /> <br />-Fire Services within target/damaged area. These departments will activate mutual aid <br />agreements as needed. <br /> <br />- Emergency Medical Services. EMS will alert Cabarms Rescue and activate mutual aid <br />agreements as needed. <br /> <br />EOP/ANNEX Q 4 January 2003 <br /> <br /> <br />
