- Emergency Management Division. The division will establish the county EOC and <br />prepare to coordinale consequence management operations. The county emergency <br />management coordinator will alert those support agencies required for the response and <br />establish contact with the state EOC. The emergency management coordinator will alert <br />the Board of Commissioners and County Manager. <br /> <br /> c. If an attack is conducted without warning, county first responders may not <br />be aware initially that the event is a terroristJWMD attack. Local emergency response <br />agencies will use normal alerting procedures and respond to protect life and prevent <br />further damage until the situation indicates a possible terrorist incident <br /> <br /> d. The County Emergency Management Coordinator will alert support <br />agencies based on priority of need and the scope of the response operations. Support <br />agencies that will be laotified after the initial response are: <br /> <br />- NorthEast Medical Center <br />- Cabarrus Health Alliance <br />- County General Se~ices ( alerts county debris removal teams) <br />- NC Division of Erniergency Management <br /> Local Chapter, American Red Cross <br />- Cabarrus County T~ansportation System <br />- Municipal Utility Departments within or servicing the target area <br />- Water and Sewer Authority of Cabarrus County <br />- Piedmont Behavioral Healthcare <br /> <br />Each agency will employ its existing internal notification procedures to assemble its <br />personnel and equipment. <br /> <br /> 3. Operational Response <br /> <br /> a. The operational response to a terrorist incident will be conducted similar to <br />other emergency sittiations, with specific emphasis on law enforcement concerns. The <br />priorities for all response operations are, in order: protect the responders, ensure the <br />health and safety of the general public, and preserve evidence. <br /> <br /> b. The response is composed of two phases: crisis management and <br />consequence management. County agencies will employ the County Emergency <br />Operations Plan to ghide their response in those areas not covered in this annex or not <br />specified by the incident commander. All response operations will be controlled using the <br />Incident Command System. <br /> <br />c. Crisis Management. <br /> <br /> (1) The Sheriff's Department or the municipal police department in the <br />target area will take e_harge of all operations at the site during the initial response and the <br /> <br />EOP/ANNEX Q <br /> <br />5 January2003 <br /> <br /> <br />
