equipment. The incident commander will assign a documentation officer to the on-site <br />command post as seon as possible. This individual will record all activities during <br />response operations and coordinate and direct the efforts of multiple agencies to <br />document overall actions on the scene. This information will be passed on to the incident <br />commander daily and provided to any subsequent incident commanders or other agencies <br />involved in the response. Additionally, the county Emergency Management Coordinator <br />will collect this information for use in the after-action review. <br /> <br />j. Public Infonuation. <br /> <br /> (1) Accu~te and timely information is critical to public safety during the <br />response to a terrorist act. The county public information officer will provide information <br />to the media that will ensure the safety of the responders and the citizens in the target <br />area, build public c{}nfidence in the response operations, and eliminate rumors. This <br />activity will be a joint effort by all the agencies involved in the response. <br /> <br /> (2) The PiO must be alert to the fact that some details of an attack and its <br />aftermath may not b~ discussed or released. This is to provide a measure of opera~ibnal <br />security for the re~onse and subsequent investigation. The County Emergency <br />Management Coordinator will clear all press releases, after he consults with the incident <br />command.er. The in~:ident commander will take steps to ensure the positive control of <br />any media represent~ives on the scene of the incident. The county PIO can be assigned <br />to assist in this task. <br /> <br /> (3) The county public information officer will be the first to provide <br />information to the l~ublic in the event of a terrorist act. He will establish a joint <br />information center (JIC) that includes representatives of the local agencies involved and <br />will coordinate all p~.ess releases, media visits and other related matters. As state and <br />federal agencies ard,le, he will continue to direct the public information effort until the <br />FBI public informati0n staff arrives and assumes control. The county public information <br />officer will then act as the liaison between the JIC and the local media outlets and advise <br />the state and federal ;PlO staff on local activities. The PlO will continue to disseminate <br />information specifically required by the citizens of Cabarrus County. <br /> <br /> (4) The county PIO will assist municipal PIOs with public information tasks <br /> should the event occur within a municipal jurisdiction within the county. <br /> <br />4. Demobilization. <br /> <br /> a. As the re~onse continues and the threat level decreases, assets no longer <br />needed for the response may be released from duty in the same manner as used in other <br />emergency response i operations. The incident commander will make the decision to <br />release personnel an~l equipment after coordinating this with the other members of the <br />unified command team.
