b. At the conclusion of the response, the Emergency Management Coordinator <br />will establish a time and location for an after-action review (AAR) for the operation. He <br />will develop a report containing a description of the lessons learned during the response <br />operations. Municipalities involved in the response will participate in the county AAR. <br />Those municipalities are requested to provide internal AAR information to the county <br />report to complete the collection of lessons learned during the response. <br /> <br /> c. Critical Incident Stress Debriefing. The nature of a terrorist act may have <br />psychological impact on the personnel responding to the incident. The effect of this <br />stress, plus the increased workload, may reduce the effectiveness of emergency response <br />workers. Each agency shall establish internal procedures for debriefing personnel <br />involved in the incident. The incident commander determines the need for on-scene <br />debriefing of personnel and requests this support. The Emergency Management <br />Coordinator will provide county agencies with combined or common debriefing support <br />for first responders as soon as the crisis phase is over. Municipalities involved in the <br />response will conduct their critical incident stress debriefings in accordance with their <br />internal SOP. If necessary, they may coordinate medical support for these debriefings ~.,. <br />through the County EOC. <br /> <br />IV. CONTINUITY OF GOVERNMENT <br /> <br />A. The line of succession for county government is: <br /> <br />1. Board of Commissioners <br /> <br />2. County Manager <br /> <br />3. Assistant County Manager <br /> <br />4. Emergency Management Coordinator <br /> <br /> B. Lines of succession for county agencies that support emergency response <br />operations are in accordance with their internal standard operating procedures. <br /> <br /> C. Staffing assignments for positions in the Emergency Operations Center will allow <br />for continuous operations. Selection and assignment of county government personnel will <br />be the responsibility of the agencies represented. Once assigned to the EOC, the <br />Emergency Management Coordinator will supervise these personnel. County and <br />municipal government personnel may be assigned to support state and federal agencies <br />during the response, and will be subject to direction from these agencies. <br /> <br /> D. In the event that the primary Emergency Operations Center is not functional, the <br />Emergency Management Coordinator will activate an alternate Emergency Operations <br />Center and notify all agencies of this change. <br /> <br />EOP/ANNEX Q <br /> <br />10 <br /> <br />January 2003 <br /> <br /> <br />
