ANNEX Q <br /> APPENDIX 1 <br />THREAT .~E~E.~.~ENT,CONDITION LEVELS <br /> <br />I. PURPOSE <br /> <br /> This appendix d~scribes the threat condition levels used to respond to terrorist <br />activity in Cabarrus County <br /> <br />II. SITUATION AND ASSUMPTIONS <br /> <br /> A. Domestic terrorism has become part of the array of criminal activity that citizens <br />of Cabarrus County may encounter. Public safety agencies are increasingly aware of this <br />fact and are develol~ing procedures to meet the threat. The first step is to assess the <br />degree of the threat aed conduct the initial response based on that information. <br /> <br /> B. The Sheriff's Department is the primary law enforcement agency for Cabarrus <br />County. Both Concord and Kannapolis have municipal police departments. While t~'dse <br />local law enforcement agencies are alert to possibility of terrorist/WMD threats, they <br />generally do not have the capability to gather and evaluate intelligence on terrorist threats <br />beyond the basic level. These local agencies rely on assistance from the State Bureau of <br />Investigation and the ~Fedeml Bureau of Investigation for detailed intelligence on any <br />terrorism threat withila Cabarrus County. At the national level, the Federal Bureau of <br />Investigation is the pt*imary federal law enforcement agency that responds to domestic <br />terrorism. This agency will monitor terrorist groups, corroborate information received, <br />identify members of terrorists groups, then provide the Sheriff's Department and <br />municipal police departments this information as needed. <br /> <br /> C. In addition to the intelligence reports from state and federal agencies, local law <br />enforcement agenciea must be alert for local reports or indicators of terrorist activity with <br />in the county. Emergency 911 operators in the Communications Center will be trained to <br />identify and respond to terrorist threats. The Communications Lieutenant and shift <br />supervisors in the Communications Center will be involved in the intelligence briefings <br />that are part of any threat assessment. <br /> <br />III. CONCEPT OF OPERATIONS <br /> <br /> Cabarrus Couiaty Government has established threat condition levels to prepare <br />for a terrorist incident and coordinate the response to the threat. These condition levels <br />follow the Federal Hllmeland Security Advisory system. <br /> <br /> A. Low Condition (Green). Low Risk of Terroffst Attack. Existing threat does not <br />warrant actions beyotid normal liaison notifications. <br /> <br /> B. Guarded .~ndition (Blue). General risk of a terrorist attack.
