- Law enforcement agencies evaluation the situation based on available <br />information. <br /> - All agencies check internal/external communications. <br /> - All agencies review emergency response procedures. <br /> <br /> C. Elevated Condition (Yellow). Significant risk of a terrorist attack. Intelligence <br />reports or other information indicates a potential terrorist incident. Law enforcement <br />agencies have not yet assessed this as a credible threat. <br /> <br />- Law enforcement agencies assess the credibility of the threat. <br />- Deployment plans for department and follow-on resources developed. <br />- Notify primary response departments. <br /> <br />Primary response departments are the Sheriff's Department, Emergency Medical <br />Services, the Emergency Management Division and the Volunteer Fire Department(s) in <br />the target area. The municipal police and fire departments will be notified as required. <br />These departments will alert the Sheriff's Department if they receive the initial threat <br />information. <br /> <br /> D. High Condition (Orange). High risk of a terrorist attack. A threat assessment <br />indicates that the potential threat is credible and confirms the :presence. ofLa. WMD in the <br />developing situation. At Condition Orange, the response agencieswilI tailor their actions <br />to anticipate, prevent, and resolve the crisis. <br /> <br />- Notify primary response departments. <br />- Implement unified command structure among the primary response <br />departments. <br />- Activate a joint operations center, with representation from all.agencies <br />involved in the response. <br />- Alert primary response departments. Upon the approval of the unified <br />command structure, other departments and agencies required for the response <br />are alerted. <br />-These agencies include: <br /> - NorthEast Medical Center <br /> - Cabarrus Health Alliance <br /> - County General Services ( alerts county debris removal teams) <br /> - NC Division of Emergency Management <br /> - Local Chapter, American Red Cross <br /> - Cabarrus County Transportation System <br /> - Municipal Utility Departments within or servicing the target area <br /> - Water and Sewer Authority of Cabarrus County <br /> - Piedmont Behavioral Healthcare <br />- Emergency Management Coordinator will notify state emergency operations <br /> <br />center. <br /> <br />EOP/APPENDIX 1 to ANNEX Q <br /> <br />2 January 2003 <br /> <br /> <br />
