All of the emergency response personnel may be <br />subject to the effects of the weapon used or be specifically targeted with additional WMD <br />or other weapons upon arrival at the site. <br /> <br /> c. While the current training and operational procedures used by fire, medical, and <br />law enforcement personnel are generally sufficient for the usual incidents encountered, a <br />WMD incident demands a high degree of preparation and coordination among the <br />responders to prevent excessive loss of life. Response time is critical to limit casualties <br />and damage in an incident involving a chemical or biological weapon. This is only <br />achieved by the use of emergency personnel specially trained and equipped to respond to <br />this type of threat. This response team must be organized from all public safety agencies <br />to provide the trained fire, medical and law enforcement personnel at the scene to <br />conduct a safe and timely response. <br /> <br /> d. Within Cabarrus County and its municipalities, there are organizations and groups <br />that have capabilities that could be used to create a specialized response team. Some of <br />the local organizations include the following: <br /> <br /> - Concord Fire Department: technician-level HazMat responders <br /> - Kannapolis Fire Department: technician-level HazMat responders <br /> - Emergency Medical Services: STORM (Special Tactical Operations Respons'e <br />Medics) Team <br /> - Sheriff's Department: Special Response Team (Special Weapons and Tactics, <br />Explosive Ordnance Disposal) <br /> - Kannapolis Police Department: Special Weapons and Tactic~ Team <br /> - Concord Police Department: Land-Air-Water CLAW)Team <br /> - Cabarrus County Emergency Management Division: radiological- monitoring <br /> - Cabarrus Health Alliance: Bioterrorism team <br /> - Northeast Medical Center: trauma center <br /> <br />Additionally, several volunteer fire departments in the county can provide specific <br />response capabilities, such as swiftwater rescue and high angle rescue. <br /> <br />III. CONCEPT OF OPERATIONS <br /> <br /> A. Mission. The Special Hazards Response Team responds to terrorist incidents <br />involving chemical, biological or radiological weapons within Cabarrus County to <br />contain and eliminate the threat. <br /> <br /> B. Intent: To provide Cabarrus County and municipalities the capability to provide <br />effective first response operations in the event of an'incident involving chemical, <br />biological or radiological weapons. <br /> <br /> C. Concept: The county and municipalities will use available personnel and <br />equipment to organize and train a special hazards response team. The team would not be <br />based on one particular agency but would employ personnel and ,equipment from all the <br /> <br />EOP/APPENDIX 3 to ANNEX Q <br /> <br />2 <br /> <br />January2003 <br /> <br /> <br />
