response agencies within the county. This team is alerted to respond to any incident <br />involving a terrorist ~tack using a chemical, biological or radiological weapon. This team <br />deploys only if these~teployment criteria are met. The chief of the department responding <br />to the event, or his d~ignee, will make the decision to deploy the team. The SHRT is the <br />primary response uni't once the first responders indicate a possible WMD incident. Once <br />on the scene, the SH]!__T will function as a single unit under one commander, who' wili act <br />under the direction o~the overall incident commander. However, the SHRT commander <br />controls all team ope~tions within the target area or "hot zone." The team will conduct <br />operations until the s~mation is resolved or it is relieved by the incident commander. <br /> <br />D. Organization. <br /> <br /> 1. The objectike organization is a team with the capabilities of a hazardous <br />materials regional response team combined with EMS and law enforcement personnel <br />specially trained to r~pond within a hazardous materials environment. Should a WMD <br />attack occur, the resp. ~nse from fire service personnel will follow basic procedures <br />similar to an industri~ l hazardous materials incident. The regional response team (RP~T) <br /> -~,,, <br />organization currentl in use is a proven concept that provides for effective response ,, <br />operations and is ada ed to fire service equipment. Combined with additional trained <br />personnel from EMS aw enforcement, and other agencies, the RRT organization <br />provides the base or~ ~ization on which to build a special hazards response team. <br /> <br />2. Team Orgaifization. <br /> <br /> a. The SI-I~_ T will initially consist of 42 persormel, organized into. three <br />groups: Law Enforce~nent, HazMat, and Medical. Other emergency response agencies in <br />Cabarrus County ma~ assist in the response to a WMD incident..The SHRT groups will <br />be organized using th[ following personnel: <br /> <br />Law Enforcement G~up <br /> <br />HazMat Group <br />Medical Group <br />Team Coordinator <br /> <br />18 personnel - 14 tactical/special response, team members <br /> 2 Explosive Ordnance Disposal specialists, <br /> 4 Crime Scene Investigators <br />12 personnel - HazMat technician-level firemen <br /> 9 personnel - EMS medics <br /> 1 individual <br /> <br /> (b) The C~barrus Health Alliance maintains a Code Green Team to react to <br />biological weapons tltreats or incidents within the county. This team will be alerted and <br />included in the response at the time that a biological threat or a possible threat is <br />identified. Once intr4duced into the hot zone/target area, the team will operate under the <br />direction of the SHR'~ commander. The Code Green Team will advise the SHRT <br />commander on response techniques to contain and render harmless any biological threats. <br />The Health Alliance {ill coordinate collection and transport of samples to the regional <br />Public Health Labor~ory for evaluation. <br /> <br /> (c) North{asr Medical Center Trauma Center will be the primary location for <br />the treatment of casu~tlties caused by'a WMD incident.
